Dr. Cohen served for 16 years as a prosecutor, supervisor, and team leader in the Criminal Division of the State Attorney’s Office, in addition to 4 years as a prosecutor in the Tel Aviv District Attorney’s Office (Taxation and Economics; Criminal Division).
As a senior prosecutor in the Criminal Division, Dr. Cohen represented the state before the Supreme Court in appeals concerning serious crimes, in pre-indictment hearings, and in retrial proceedings. During his tenure at the Tel Aviv District Attorney’s Office, Dr. Cohen represented the state in taxation cases and other matters in the Magistrate and District Courts in Tel Aviv.
Within the State Attorney’s Office, Dr. Cohen headed the enforcement division for environmental offenses and, between 2019–2021, served as head of the State Attorney’s Guidelines Division. In this role, he revised and redrafted most of the existing State Attorney’s guidelines, both criminal and civil.
Dr. Cohen also participated in various working and policy teams in the State Attorney’s Office, including the General Prosecution Team led by the State Attorney, tasked with drafting legislative reforms related to homicide offenses. He authored Appendix D to the Reform Committee Report (the Kremnitzer Committee), whose recommendations formed the basis for Amendment 137 to the Penal Code.
Dr. Cohen previously founded and led the legal clinic of the Criminal Division of the State Attorney’s Office at Bar-Ilan University and served as its director during its initial years. As part of this initiative, he also lectured at the Faculty of Law at Bar-Ilan University. Today, Dr. Cohen lectures at the Faculty of Law at the Hebrew University and Bar-Ilan University. Alongside his legal practice, he is actively engaged in academic writing. To date, Dr. Cohen has published eight academic articles in leading journals, and two of his books are scheduled for publication in the coming year.
Since 2022, Dr. Cohen has served as a consultant at the firm, contributing to the management and representation of the firm’s cases in various civil and criminal proceedings.
He holds a Bachelor of Laws (LL.B.) and a Bachelor’s degree in General History – European History (2000) from Bar-Ilan University; a Master of Laws (LL.M., research track) from Bar-Ilan University (2011); and a Doctorate in Law (Ph.D.) from the Hebrew University (2020).
